Rhetoric and Reality. Pres. Gloria Macapagal-Arroyo is expected to deliver a glowing State of the Nation Address enumerating the achievements of her administration, stressing on economic growth figures. But these economic growth figures are hardly felt by people who are enmeshed in poverty and by those who are protesting moves to keep her in power. It’s a contradiction between rhetoric and reality.
