Retired Maj. Gen. Jovito Palparan, Jr.’s accession to the House of Representatives as the nominee of the “party-list” group Bantay will mean congressional representation for a group that has nothing but contempt for human rights. Bantay’s “platform” is formed around the avowed objective of eradicating “communism” (which, in Palparan’s terms, includes legal and unarmed activism). Palparan, who earned notoriety as a military official for the human rights violations in his areas of assignment, will be entering Congress as a flag-bearer for the foes of democracy.
