According to the CSC, most of these workers are working with National Government Agencies. The Department of Education (DepEd) employs the largest number of workers: 519,954, followed by the Department of Health and the Department of Public Works and Highways (DPWH). (See graph)

Local Government Units: the largest employer of non-career personnel

The same document shows that local government units (LGUs) have the biggest number of non-career personnel, employing 101,487 or 63.6 percent of all non-career employees.

Of this number, 72,720 are employed through patronage politics, said Gaite.

“Y’ong iba, bata ni mayor o ni congressman, pagtapos ng term nila, sibak din sa trabaho iyong mga kabagang nila at papalitan ng ibang kalapit naman ng bagong pulitiko” (Some are hired by mayors or congressmen. After the incumbent’s term ends, these workers would be replaced by the succeeding politicians with their own people.), Gaite explained.

A few in the GOCCs

Meanwhile, the government-owned and controlled corporations (GOCCs) employ only 17,308 non-career personnel, which comprise 16.6 percent of the total number of employees. This is 20 percent less than their 1999 non-career employment figure of 21,732.
