An international organization of lawyers is opposing the candidacy of the president's spokesperson to the United Nations International Law Commission, saying that Harry Roque’s defense of President Rodrigo Duterte’s human rights record went beyond his so-called “call of duty.”
“Fact twisters like Harry Roque are not worthy of a seat in the International Law Commission nor in any public office.” - a group of US-based Filipino activists.
Harry Roque is a “political partisan who has actively demonstrated contempt for the rule of law and, with specific relevance to the Commission, has undermined the supremacy of human rights and international law.”
“Whether they like it or not, the government is responsible for human rights. Not the UN Special Rapporteurs, the civil society. This is the responsibility that they all (States) have signed.”
The Chinese embassy issued a statement saying that it has allowed Filipino fishermen to fish in the West Philippine Sea “out of goodwill.”
“Duterte and his parrot, Roque, have had it all wrong. From the start, they have done nothing but ridicule the mass movement. This is why they will not succeed - no matter how much brute force they use against the people.”

The families of journalists Dennis Cuesta, Maricel Vigo, Juan Pala, Fernando Lintuan, and William Yap Yu said that the Philippine government violated the right to life of their loved ones under the International Covenant on Civil and Political Rights (ICCPR).
