The first-ever nationwide peasant caravan for land and justice, now on its fifth day in the Bicol region, has been facing harassment from the military since yesterday, Jan. 15. The caravan led by the Kilusang Magbubukid ng Pilipinas (KMP) and Anakpawis party list took off from Davao City on Monday. The farmers intend to reach Manila on Jan. 22, the 23rd anniversary of the Mendiola Massacre.
Majority of victims of human-rights violations in the Philippines are peasants. They are the ones most denied not just land but justice. So any candidate for president who claims to be for justice should, first and foremost, commit to the implementation of a genuine agrarian-reform program. This is why the Hacienda Luisita land problem is a defining issue for Noynoy Aquino.

In 2009, the landlord-dominated Philippine Congress extended the Comprehensive Agrarian Reform Program for another five years. Did the landed legislators, among them President Arroyo's close relatives, go against their interests in passing CARPER? Or did they simply lengthen the agony of Filipino peasants, given that the new program seems worse than the original?

The year 2009 began, ended and paved the way to 2010 with the festering problem of joblessness for millions of Filipinos. The global financial crisis only revealed the stark reality of President Gloria Macapagal-Arroyo’s inherently flawed job-generation strategies. The Arroyo regime fell short of its employment target. Worse, thousands of jobs, especially in the export industry, were "massacred" in 2009 even as unionists faced violence, intimidation and murder.

Unlike other post-martial law administrations that used assumption of jurisdictions (AJ) mostly to quell already ongoing strikes, the Arroyo regime has used these orders not only to quell ongoing strikes but also to make sure workers cannot strike at all. As a result, fewer strikes have been recorded, allowing Arroyo to claim that “industrial peace” is improving. Nothing could be farther from the truth.
